In a few years, today's operating and service model in the municipalities in Norway will not be sustainable. The society is totally dependent on service innovation and significant change in services, using new and innovative digital solutions and preparing the ground for giving different types of data value in new ways. Halden Living Lab (HLL) is the new major research effort on digital transformation of society, where citizen involvement and sustainability is an integral part of an open ecosystem for collaboration, innovation and competence development. HLL focuses its work on areas of smart and renewable energy systems, emissions reduction, smart water, user centered health care and other services based on digitalization.
